Climate Change, increased risks of disasters large and small, things we can do
Our summers are getting hotter as the oceans warm. Heat dries out the vegetation and wildfires are becoming more common and more intense. Fires get our attention, but the heat has other impacts that are taking more of a toll than we may realize. “As summer heat intensifies because of human-driven climate change, the United States' official tally of heat-related deaths does not come close to capturing the full human toll. The data feeding into nationwide death counts is collected inconsistently and rarely thoroughly. The result is a vast undercount of the number of people who die because of heat. And experts say failing to recognize and address this may cost more people their lives.”[1]
High heat and prolonged droughts are less common than in other areas of the US. We are fortunate in that respect, but we are also less prepared. In Washington state, only 53% of homes are air-conditioned.[2] We are also short on public spaces that are designated as “cooling centers.” In our urban areas, especially Seattle, we have a growing number of people living unsheltered and exposed to the weather. People who are elderly or have serious medical conditions are especially vulnerable to heat. In extreme heat it is dangerous to walk great distances, so we could benefit from having a lot of small cooling centers scattered through our towns and cities. What places in your neighborhood are air-conditioned and have space for people to sit and cool off? A theatre? A church or other worship space? A community center?
Thinking especially about faith communities: many do have climate controlled sanctuaries and have at least one staff person on site most week-days. In residential neighborhoods, one staff person and a volunteer might be all that is needed to open the space to neighbors who are struggling with the heat.
Now, as summer ends we have time to plan ahead and prepare both for the cold of winter and for the summer of 2027. Faith communities could also consider becoming community organizers, reaching out to neighbors and community organizations to draw communities together and foster preparedness for a much wider range of possible disasters as a way of caring for all our neighbors.

Homeless Remembrance Project will dedicate new Leaves of Remembrance at Ballard Library at noon Sunday, September 13th. These Leaves are for Anatoly "Zero" Sirofinsky, John Freilot, and Mark Morin--all beloved and iconic people of Ballard. As always, this event will be powerfully presided by Rev. Britt Olson of St. Luke's Episcopal Parish, with reception to follow.

City of Issaquah Launches Detached Accessory Dwelling Units Program The City of Issaquah is the first city in Washington to offer a self-certification program for detached accessory dwelling units (DADUs) for qualifying applications. The new program creates a more efficient permitting option and is designed to reduce building plan review times. Through the program, Washington-licensed architects may certify that eligible DADU plans meet applicable building code requirements. Other reviews; including land use, utilities, and site-specific requirements will continue. Projects in geologically hazardous areas do not qualify for self-certification. This new advancement can help homeowners interested in new projects move forward more quickly while maintaining important safety and environmental protections. It also supports the City’s efforts to expand housing choices within Issaquah’s existing neighborhoods.
Seattle/King County Coalition on Homelessness Membership Meeting Sept 17, 2026 In January 2027, new work requirements and more frequent eligibility checks for adults who receive Apple Health/Medicaid will begin. To get ahead of this change, understand the rules and exemptions, and learn how to support the people you work with, please join us for our General Membership Meeting. Together we will review the new work reporting requirements, who is exempt from work requirements, how to stay on top of renewals, and new deadlines for retroactive coverage. This is part of our continuing series covering updates to Medicaid under HR1, which are expected to impact between 200,000 and 320,000 Washingtonians. NAMI (National Alliance on Mental Illness) Eastside and APIC (Asian & Pacific Islander Coalition) are sponsoring a Community Forum on September 15, 2026 to bring together State, County, City, and community leaders and constituents to explore ways to coordinate and collaborate on the implementation of the Washington Thriving Strategic Plan. It is time to start implementing the Plan! In addition to Raili Marks, King County Executive Girmay Zahilay, State Rep. My-Lin Thai, State Rep. Osman Salahuddin, State Senator Vandana Slatter, and State Rep. Carolyn Eslick are all attending the September 15 Forum. King County Public Health: Changes to Apple Health/Medicaid Big changes are coming to Apple Health, Washington state’s Medicaid program. Beginning October 1, 2026, changes to eligibility will affect certain noncitizen adults. Starting January 1, 2027, adults ages 19-64 will need to meet new work and eligibility requirements to continue to qualify for Apple Health care plans. Public Health's Access & Outreach program shares important information to learn more about what's ahead and what can be done to support community members who may be at risk of losing coverage.

September 21, 2026: Deadline for the Proposed Roadless Rule Rescission. Deadline for commenting on the draft environmental impact statement is coming up very quickly. We need people opposing the proposed rescission of the Roadless Rule that will open up 45 million acres of U.S. National Forests to logging, fossil fuel exploration, extractive industries and other commercial developments. Both the National Congress of American Indians and the Affiliated Tribes of Northwest Indians are opposing the rule, calling out violations of Tribal sovereignty and grave concerns about the protections of the rule for sacred and cultural sites, access to traditional foods and medicines and more.
Roadless areas are supposed to be protected for the benefit of us all and protected for future generations. This link will provide you with some background information on the rule, what it impacts, what it's rescission will mean, talking points and how to comment.

BSK: Take the Best Starts for Kids Health Survey by October 1! The Best Starts for Kids Health Survey is now open to all parents and caregivers in King County with children in elementary school and younger! We conduct this survey every two or three years to help us understand how children and families are doing, learn about their greatest strengths and needs, evaluate the changing conditions in King County, and guide the activities of the Best Starts initiative. The survey is available in 繁體中文, English, Руcский, Español, and Tiếng Việt. Everyone who completes the survey will have a chance to win a $150 check (chance is 1 in 100). You may be eligible to participate if you are:
currently located in the United States, a U.S. territory, or Canada; and currently do homelessness-related work in a professional, research, public-sector, service, advocacy, legal, policy, administrative, or related capacity.
This may include work in homelessness services, outreach, shelter or housing programs, academic research, public administration, policy, advocacy, legal work, public education, or related fields.
Participation involves completing an online survey that is expected to take approximately 15–25 minutes. Participation is voluntary, and you may skip any question you do not wish to answer. The survey is anonymous, unless you voluntarily provide contact information at the end of the survey to be contacted about a possible follow-up interview.
King County: Community Update Meetings on the MIDD Behavioral Health Sales Tax Renewal Wednesday, September 16 * Wednesday, October 21 King County residents are invited to two virtual Community Update Meetings this fall to learn about the renewal of the MIDD Behavioral Health Sales Tax and the new Implementation Plan. The Issaquah Sammamish Interfaith Coalition needs an administrative volunteer. We have functioned as a loose coalition since 2008 and met monthly almost until the pandemic. Since then, we have been rather unsuccessful in restarting the pattern of monthly in-person or hybrid meetings. Our newsletter has brought in people from a wide area of King County but has not helped us to know each other and work collaboratively on issues. We have no bank account and currently lack an effective structure for undertaking projects. My hope is that with both a volunteer coordinator/newsletter editor (me) and a volunteer with administrative skills, we could be more, do more, and make a positive difference in our communities. Pastoral Care Opportunity
Are there members of your church who are interested in doing pastoral care? Would they like some training in being a comforting presence to members of the congregation and have a support group with whom to learn how to better offer emotional, social, and spiritual support to one another in difficult times? We have been offered an opportunity to join with a few other congregations in a training that will be offered through Community of Hope International which is reopening their center in Seattle to train lay people to provide compassionate, non-controlling pastoral care. The training will involve 4 Saturday sessions in January and February of 2027. To get ahead of this change, understand the rules and exemptions, and learn how to support the people you work with, please join us for our General Membership Meeting. Washington State Department of Commerce funding: Submit your application by Oct. 5 for multifamily affordable housing capital funding -- Application due date has been extended by 2 weeks due to the Governor’s Emergency proclamation and devastating wildfire. This is for capital financing from the Washington State Housing Trust Fund (HTF) and the federal HOME and National Housing Trust Fund (NHTF).
Applications are due at noon Pacific Time on Monday, Oct. 5, 2026.
Awards will be announced in mid-January 2027.

WA Office of the Attorney General: Immigrant Worker Protection Act (IWPA) Ahead of the state Immigrant Worker Protection Act taking full effect on Oct. 1, the Attorney General’s Office (AGO) is providing guidance and materials to help employers meet obligations under the law. The law requires that employers inform workers within five business days when federal agents have issued a notice to conduct an inspection of workers’ employment eligibility documents, known as I-9 forms. Washington State law recognizes that immigrant workers contribute to Washington state's strong economy. Certain federal civil immigration enforcement actions may cause disruption to workplaces and communities and reduce community safety. Employers have rights and responsibilities related to interactions with federal officials conducting immigration enforcement activities. These materials are for employers and workers in Washington State, issued by the Washington State Attorney General’s Office, in accordance with RCW 49.97. The Washington State Attorney General has authority to investigate and enforce the Immigrant Worker Protection Act (IWPA). Any person can email IWPA@atg.wa.gov to share questions and concerns, or to report potential violations by an employer. On the IWPA webpage, there are posters available in multiple languages, and is for employers to inform workers of their rights under the Immigrant Worker Protection Act. The poster should be hung in an area visible to all workers.

Peers in Washington State are invited to apply for a scholarship to attend Evergreen Council on Problem Gambling's annual conference. The conference, Four Directions, which will be in Tulalip, Wash., features seminars, workshops, professional development opportunities, networking, learning, sharing successes and challenges, and celebrating together, with the aim of Honoring the Past and Protecting the Future through holistic health, wellness, and recovery support
Washington Peers are encouraged to register via the scholarship form. Peers are eligible for scholarships for free registration and 100% hotel reimbursement for up to three nights (when booked at the venue and within the conference room block/rate). Please note that the hotel rooms book quickly, so this reimbursement option may not be available. We encourage you to apply and book early.
These scholarships are made possible through partnerships with HCA, Recovery Cafe Network, and WAADAC (Washington State Addiction Professionals). Scholarship applications should be submitted by Tuesday, October 20, 2026.
